The Nigeria Police Force arrested Agbor Martins Black-Diamond on March 31, 2026. He is accused of pretending to be a World Bank official to defraud victims.
Police spokesperson Anthony Placid said the arrest followed a tip from a Kenyan NGO based in Nairobi, the East Africa Sub-Sahara Africa Safe Promotion Foundation.
According to police, two Kenyan victims, Julius and Cynthia Kithome, met the suspect through Edy Ndeto in Nairobi. The suspect claimed he worked for the World Bank and other U.S. donor agencies.
Over three years, the victims paid him $250,000. He said the money was for registration and admin fees to unlock donor funds. No funds were ever paid out. Police say he staged fake symposiums in Nigeria and South Africa to keep the scheme going.
In 2024, he allegedly told the victims to take a bank loan against their family property. He promised access to an $850,000 empowerment fund in Ghana. Police say that fund did not exist.
Investigations showed the victims sent nearly $58,000 between February and July 2023 alone.
The suspect’s foundation, Black Diamond African Beauty Restoration Foundation, was not registered in Nigeria. He registered a new company, United African Continent Limited, in November 2024.
Police also allege he collected ₦50,000 each from farmers in Kuje Area Council, Abuja. He promised training and financial support but did not deliver.
In separate cases, police arrested three more people.
Chinedu Mbachu, a former employee of NewLife Ventures in Makurdi, faces allegations of tampering with computer systems and diverting funds.
Ayodele Daramola and Dada Babatunde Oluwatobi were arrested for email fraud and data breaches. Between May and December 2025, Daramola, an investment officer, allegedly worked with Oluwatobi to steal ₦85 million from his company.
Police say Oluwatobi kept about ₦17.8 million while Daramola took about ₦67.1 million. Investigators found Daramola spent roughly ₦61 million of the stolen money on online gambling.
